External space: the new board of cooperation between the United States and Russia, the dominant role of business and its development in Colombia

Abstract

Space cooperation between the United States and Russia is not recent, since the dissolution of the Soviet Union until today there are agreements between both countries. This, despite the fact that they are powers with conflicts derived from their geopolitical interests in the world. Previously, only States participated in the space race, until 2020, when three private companies became the pioneers in space travel: Space X, Virgin Galactic and Blue Origin; displacing the role of States in this domain, and looking for a way for humans to access outer space. To develop this work, a review of press and academic literature was carried out, from there, official and open source documents were used, which were analyzed from the theory of complex interdependence, neorealism and the principles of state regression. It was found that, due to the complex relationship between the United States and Russia, bilateral space cooperation agreements can function as a diplomatic strategy in the face of political, economic or military tensions, and are not defined by the power of their armies. For its part, Colombia has had a reduced space development, which has led the Colombian Space Commission and the Duque Government since 2020 to develop a policy to encourage greater investment in this field. Finally, private companies emerge as new actors with technological and innovation capabilities that are not being developed by the States, which reiterates a scenario where the private sector can strategically predominate in outer space.
